Whenever an officer or employee leaves an office or employment for any reason, he shall deliver forthwith to his successor in the office or employment or to the Mayor, all property of the city, such as records, books, working papers, engineering data and drawings, moneys, and effects, pertaining to the functions of his office or employment, which are in his custody, possession, or control.
