Said Commission shall consist of five members to be appointed by the Mayor of the city with the consent of the City Council. The term of the office of members of the Commission shall be five years; provided that, members of the initial Commission shall be as follows: one member for a term of one year; one member for a term of two years; one member for a term of three years; one member for a term of four years; and one member for a term of five years. The term of office of the member initially appointed for a one-year term shall expire on the third Monday in April 1976, and the term of other Commission members, in turn, shall expire on the third Mondays in April of succeeding years.
