§ 31.02 CITY MANAGER.
   (A)   The City Manager shall see that all laws, ordinances, rules and regulations adopted by the City Council, and the provisions of this code, are properly enforced. The City Manager shall attend all meetings of the Council, regular and special unless excused by the City Council. During the absence or disability of the Manager, the Manager shall designate a qualified city employee to temporarily perform the duties of the City Manager.
   (B)   The City Manager may delegate to a qualified city employee any action or decision which the City Manager is authorized to make pursuant to this subchapter.
   (C)   The City Manager, or one or more subordinate employees he or she may designate, shall be charged with the efficient purchase of all items and services for the city. She or he shall also be charged with the disposal of surplus items. From time to time, the City Manager shall recommend policies, procedures, and monetary thresholds for purchases; Council will set these policies by resolution.
