The administrative service of the city shall be under the supervision and direction of the City Manager, except as otherwise provided by the City Charter and shall be divided into offices and departments that City Council, upon recommendation of the City Manager, may from time to time establish. The duties of these offices and departments shall be as outlined in the City Charter, the state statutes and delineated in accompanying job descriptions.
