Section 8.8  ASSESSMENT - NOTICE OF CHANGE TO OWNERS

   In each case where the assessed value is increased or property is added to the rolls, the City Assessor shall give notice thereof to the respective property owners.  This notice shall be mailed by first class mail to the addresses of such owners as shown on the last assessment roll, and shall be mailed not later than ten (10) days before the first meeting of the Board of Review.  The failure of the property owner to receive notice shall not invalidate an assessment roll or an assessment on property.
