§ 113.19 STANDARDS FOR PREFERENTIAL APPROVAL.
   When an application is submitted for a redevelopment liquor license and the State Liquor Control Commission requests or requires the city to approve one application "above all others" or otherwise prioritize an application, the following procedure shall apply:
   (A)   The application must be approved or approved with conditions pursuant to § 113.18.
   (B)   The application shall be ranked or prioritized by the City Council in comparison to other pending and approved applications in a manner consistent with the request or requirements of the State Liquor Control Commission.
   (C)   In evaluating the ranking or prioritization of an application, the Council shall consider the extent to which the application and supporting information or documentation exceeds the standards contained in § 113.18 above and the detail and quality of the application and supporting information or documentation. The more detailed and precise the application and the supporting information or documentation and the greater the extent that the standards contained in § 113.03(D) are exceeded, then the higher the priority that such an application shall be given.
