All rules and regulations enacted by the state’s Aeronautics Commission and/or the Federal Aviation Administration relative to pilots, aircraft, air traffic and airports now in effect, or any amendments adopted in the future are hereby adopted by reference and made a part of these regulations as fully as if the same and each of all of them were completely set forth herein. In addition, all contracts, leases and licenses shall be subordinate to the city’s commitment to comply with federal grant assurances and other obligations to the federal government.
