It shall be the duty of all police officers of the city to aid and assist the Harbor Master in the enforcement of the provisions of this subchapter. Such police officers shall, during the absence or inability of the Harbor Master, or when so instructed by proper authority enforce the provisions of this subchapter with like powers and authority as are herein conferred upon the Harbor Master.
