The City Council shall, from time to time, establish by resolution or as part of its annual budget the rates for cemetery services and other related cemetery fees, including fees for cemetery related services performed by the City Clerk. There may be differing rates or fees for residents of the city and non-residents. In the case of request for indigent burial, the City Manager shall have the authority to waive applicable charges. If the owner of a cemetery deed is a non-resident at the time of his or her burial pursuant to the cemetery deed, then a non-resident burial fee will be charged.
