The owner of a cemetery deed may be buried at the city cemetery pursuant to the cemetery deed or the owner of the cemetery deed may allow another person to be buried in the plot pursuant to the cemetery deed.
   (B)   If a plot is owned by more than one person, then a co-owner or a representative of the co-owner shall obtain the written consent of other co-owners before the burial of a co-owner or any other person takes place.
