(A) The owner of any burial space in any city cemetery shall have right to burial of the dead only and shall allow no burials for remuneration. No rights to ownership of land are conveyed by a cemetery deed. In order for a burial to take place, a cemetery deed showing the current owner of the plot or an assignment of the cemetery deed showing the current owner of the plot must be recorded with the City Clerk. The owner of a cemetery deed may be buried at the city cemetery pursuant to the cemetery deed or the owner of the cemetery deed may allow another person to be buried in the plot pursuant to the cemetery deed.
(B) If a plot is owned by more than one person, then a co-owner or a representative of the co-owner shall obtain the written consent of other co-owners before the burial of a co-owner or any other person takes place.
