For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BURIAL SPACE or BURIAL PLOT. A plot or portion of a plot in any cemetery designated and maintained for the burial of a human body or bodies and for no other purposes.
CEMETERY. Any public cemetery owned, managed or controlled by the city.
OWNER. Any person or persons owning or possessing the privilege, license or right of burial in any burial space.
RESIDENT. Any person who pays real or personal property taxes to the city or a person who is a qualified elector in the city.
