(A) There shall be two classes of building sewer permits: for residential and commercial service; and for service to establishments producing industrial wastes. In either case, the owner or his or her agent shall make application on a special form furnished by the city before any connection is made to a public sewer. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Superintendent.
(B) Permit and inspection fees shall be paid to the Superintendent at the time the application is filed and shall be in such amounts as the Council shall, from time to time, determine by resolution.
