For the purpose of this subchapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
DEPARTMENT. The Department of Public Works.
PERSON. Any individual, firm, association, public or private corporation or public agency or instrumentality.
PREMISES. Each lot or parcel of land, building or premises having any connection to the water distribution system of the city, or the sewage disposal system of the city, or which is supplied with electricity by the city electric utility.
SUPERINTENDENT. The Superintendent of Public Works.
