No deviation from construction plans and specifications, as approved by the Council, shall be permitted by any official or employee of the city without authority of the Council by resolution; provided, however, that, minor changes as authorized by the City Manager may be made without such approval. A copy of the resolution authorizing such changes or deviations, other than minor changes authorized by the City Manager, shall be certified by the Clerk and attached to the original plans on file in his or her office.
