The Shade Tree and Park Commission of the city shall contain five members. Members shall be appointed by the Mayor with the approval of the Council. At least one member of the Board should be appointed on the basis of professional or educational ability in the field of arboriculture, horticulture, invasive species management, landscape architecture, or a related field. Not less than four of the members shall be citizens and residents of the city; a non-resident may be appointed if she or he possesses unique professional knowledge helpful to the Board.
