§ 153.45 WORK AND MATERIALS.
   (A)   All plans, work and materials shall conform with best engineering and construction practices, and all construction shall be in accordance with plans approved by the Engineer and the Commission.
   (B)   All operations shall be subject to inspection and approval by the Engineer and other city representatives. Inspection costs, including salaries of field inspectors, where detailed inspection is required to assure compliance with plans and specifications, will be borne by the developer.
      (1)   Grading. All roadways in new subdivision shall be graded to the full width of right-of-way including side slopes, ditch back slopes and the like. The grading shall conform with the sections and details shown on the drawings. No grading work shall be commenced until approval of a preliminary plat is granted by the Commission.
      (2)   Pavement design. The base, width, thickness, type and design of paving of roadways, sidewalks, alleys, curbs, gutters or ditches and other roadway improvements shall conform to the specifications or requirements of the Commission and shall be subject to its approval before acceptance.
   (C)   Generally, state highway specifications for the type and loading design of pavement shall prevail.
