§ 153.29 DEDICATIONS FOR ROADWAYS AND EASEMENTS.
   (A)   The following minimum standards for roadway width shall apply:
      (1)   Twelve-inch concrete curbs and gutters shall be required on all roadways abutting a new subdivision or in a subdivision;
      (2)   Pavement width shall be 24 feet in residential zoning, excluding curbs and gutters;
      (3)   Right-of-way (roadway width) shall be 50 feet in agricultural zoning;
      (4)   Pavement width shall be 28 feet in residential zoning, excluding curbs and gutters;
      (5)   Right-of-way (roadway width) shall be 60 feet in residential zoning;
      (6)   Pavement width shall be 40 feet in business zoning, excluding curbs and gutters;
      (7)   Right-of-way (roadway width) shall be 80 feet in business zoning;
      (8)   Pavement width shall be 48 feet in industrial or manufacturing zoning, excluding curbs and gutters; and
      (9)   Right-of-way (roadway width) shall be 100 feet in industrial or manufacturing zoning.
   (B)   (1)   All roadways in areas zoned for business, agricultural or residential uses shall be constructed to the cross-sections and profiles as shown on the approved construction plans.
      (2)   All roadways and the like shall be graded, surfaced and improved and finished to the cross-sections and profiles as shown on said plans, the construction being accomplished in accordance with the above requirements and the following roadway sections:
         (a)   Rigid type plain concrete local roadways shall be a minimum of six inches thick, placed upon an approved compacted base sub-surface. The thickness shall be heavier for special soil conditions or for special base preparation as determined by the city’s consulting engineer.
         (b)   Flexible hot asphaltic concrete (HAC) local roadways shall be constructed with one inch of HAC surface placed upon three inches of HAC Binder placed upon two inches of compacted #11 or #53 stone placed in two-inch lifts placed upon eight inches of compacted #2 or #4 stone placed in two four-inch lifts, upon an approved, sub-surface soil material.
   (C)   All roadways proposed in areas designated for industrial or manufacturing designations shall be constructed to the thickness and widths as follows.
      (1)   Rigid-type plain concrete local roadways shall be a minimum of 12 inches thick, placed upon an approved compacted base sub-surface. The thickness shall be heavier for special soil conditions, or for special base preparation as determined by the city’s consulting engineer.
      (2)   Flexible hot asphaltic concrete (HAC) local roadways shall be constructed with one inch of HAC surface placed upon six inches of HAC binder placed upon six inches of compacted #11 or #53 stone placed in six inch lifts placed upon eight inches of compacted #2 or #4 stone placed in two four-inch lifts, upon an approved, sub-surface soil material.
   (D)   All roadway intersection lines shall be rounded to radii satisfactory to the Commission, generally in accordance with the following:

At intersections of roadways of varying widths, the radius set for the wider roadway would generally be used.
 
   (E)   Easements shall be dedicated for drainage, sewers, water and public utilities, as required by the Commission, for all public agencies and utilities to properly serve the subdivision. Such dedications as are required for extension of these services into adjacent undeveloped areas shall also be provided, as determined by the Commission.
   (F)   Utilities shall be located, whenever practical, in the roadway right-of-way. Where not practical, utility easements must be at least 20 feet in width, and wider where necessary for ingress, egress and maintenance of the utility facilities located therein.
   (G)   For safety reasons, unless waived by the Commission, all subdivisions shall have roadways that intersect with two existing public roadways.
