   (B)   Expenses incurred for the providing of water for fire protection purposes and for the maintenance of fire suppression systems previously owned, operated and maintained by the city shall be reflected in the rates of customers located in areas adjacent to the city and within $1,000 feet of a fire hydrant located within the city.
   (C)   The IAWC shall report water sales, customer counts and its costs for maintaining the fire suppression systems that it owns in the city to the city’s Board of Public Works and Safety in January of each calendar year and shall propose an amount to be charged by IAWC to its water customers in the city, which represents an equitable portion of those costs.
   (D)   The change in the method of recovering such costs described in I.C. 8-1-2-103(d) shall be effective upon the first day of the month following approval by the IURC of a new schedule of rates implementing the change.
