§ 30.01 COUNCIL DISTRICTS.
   (A)   Pursuant to I.C. 36-4-6-5, there shall be a total of five Council members on the Common Council, with four legislative districts. One Councilperson shall be elected from voters in each of the Legislative Districts and the fifth shall be elected “at large” by all voters in the city. This results in each voter being able to vote for two Council members.
   (B)   The four legislative districts shall be designated as districts A, B, C, and D, rather than 1, 2, 3, and 4, in order to avoid confusing legislative districts with precinct numbers, to wit:
      (1)   District A, previously referred to as District 1, will follow the precinct boundaries for Precinct 1. This district will have to total calculated population of 2,043 residents.
      (2)   District B, previously referred to as District 2, will include all of Precinct 2 but with the addition of three more contiguous areas, since Precinct 2 only has a population of 983 residents. These areas will be: 1) the portion of Precinct 3 that is north of Highway 403, with approximately 580 residents; 2) the Pleasant Ridge neighborhood from Precinct 3 of approximately 367 residents; and 3) the small portion of Precinct 6 that is within city boundaries north of Highway 403 of approximately 75 residents. This results in District B having a total calculated population of 2,005 residents.
      (3)   District C, previously referred to as District 3, will include the remainder of Precinct 3 (approximately 692 residents), the remainder of Precinct 6 within city boundaries west of Bethany Rd. (approximately 1,095 residents), and Precinct 4 minus an area referred to as the Parkwood Trace Apartments (we have referred to it as the Parkwood Trace Apartments but it also includes several census blocks surrounding the Parkwood Trace apartments, having approximately 413 residents). This would result in District C having a total calculated population of 2,200 residents.
      (4)   District D, previously referred to as District 4, includes all of Precinct 5 (approximately 1,809 residents), the Skippers Ridge development (no current residents), and the Parkwood Trace apartments (approximately 405 total residents), for a total calculated population of 2,214 residents.
