(A) Upon application to and approval of the city’s Board of Public Works and Safety, as specified below, a special parking zone may be created for residents living in areas zoned nonresidential.
(B) In order to have a special parking zone designation granted, an applicant must have a residential dwelling located in a zoning classification of the city other than residential zoning. The owner of the residential dwelling must join in the application for a special parking zone designation.
(C) All businesses located within 100 feet of the area sought to be classified as a special parking zone must be notified of the application to the Board of Public Works and Safety and of the date, time and place when the Board of Public Works and Safety will consider the application. If the Board of Public Works and Safety elects to grant a special parking zone for the applicant, that designation shall be indicated by the erection of a sign indicating “resident parking only” and by the adjacent curb (if there is a curb) being painted white for a distance of 20 feet.
(D) No person other than the applicant or the applicant’s designee may park in the special parking zone without authorization of the applicant.
(E) No owner of a motor vehicle shall permit a motor vehicle to be parked in a special parking zone in violation of this section.
(F) In addition to any fines described in § 70.99 of this code, a vehicle which is illegally parked in a special parking zone may be ordered to be towed to an impoundment lot by the applicant who is granted a special parking zone.
