§ 52.128 WASTEWATER SERVICE RATES AND CHARGES.
   (A)   Tap-in fees. There shall be the following categories of building sewer permits with the corresponding fees to be charged for connecting to the charlestown sewage works system:
      (1)   Connection and inspection fees:
 
Mobile homes

Multi-family homes

Nursing homes
$3,200 plus $100 per unit
Retirement homes
$3,200 plus $400 per unit
Schools
$3,200 plus $25 per student
Single-family homes

      (2)   Commercial and industrial buildings, including retail stores, offices, gas stations, churches and any other establishments of a business, commercial or industrial nature except restaurants and car washes:

         (a)   A tap fee is required if adding a new home or business to a private line that is already hooked up to the city’s sewer system.
         (b)   A tap fee may be required when changing an existing home or business to a different category.
      (4)   For any building vacant longer than two years, there shall be paid a $1,600 re-connect fee.
      (5)   The fee for service relocation shall be $1,600.
      (6)   A SINGLE-FAMILY EQUIVALENT (SFE) shall be defined as the average amount of water for a single-family home using 8,000 gallons per month.
      (7)   Any person or company connecting to the sewage works system without a permit shall be fined up to $2,500.
      (8)   A permit fee in accordance with the fee connection charges herein, for residential, commercial and industrial sewer connection shall be paid to the Sewage Works Department at the time the application is filed. The following will be excepted from this section concerning increased tap-in fees.
         (a)   The payment of the appropriate connection fee from the fee schedule set out in this chapter shall be required for any structure erected in the city after the adoption of this chapter.
         (b)   The payment of the appropriate connection fee herein set forth shall be required for connection of any structure outside the boundaries of the city to the city’s sewer system.
      (9)   The term NOTICE or NOTIFICATION as used in this section shall mean written notice sent by U.S. mail to the last known address of the record owner of the structure.
   (B)   Rates and charges. For the use of and service rendered by said sewage works, rates and charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with the city’s sanitary system or otherwise discharges sanitary sewage, industrial wastes, water or other liquids either directly or indirectly into the sanitary sewage system of the city, which rates and charges shall be payable as hereinafter provided and shall be in an amount determinable as follows.
      (1)   The sewage rates and charges shall be based on the quantity of water used on or in the property or premises as the same is measured by the water meter there in use, except as otherwise provided herein. Water meters will be read once each month (or period equaling a month). One combined water and sewer bill shall be mailed to each customer each month (or period equaling a month). This bill is due and payable prior to the tenth day of the month. A penalty shall be added to any sewage portion of a bill if allowed to become 30 days delinquent.
      (2)   The sanitary sewage rates and charges for customers of the city’s wastewater utility shall be based on the quantity of water used on or in the property or premises as the same is measured by the water meter there in use, except as otherwise provided herein. In addition to the regular flow charge, the surcharge for excess strength flows shall be $0.33 per 1,000 gallons of flow with increased biological oxygen demand (BOD), total suspended solids (TSS), oil or grease. The water usage schedule on which the amount of said rates and charges shall be determined shall be as follows:
