8-3-2: SEWER AND WATER RATES 1 :
Publisher's Note: This Section has been AMENDED by new legislation (Ord. 2024-20 ). The text of the amendment will be incorporated below when the ordinance is codified.
   A.    Water and Sewer Service within Corporate Limits: All metered users of the City water and sewer service within the corporate limits, excepting Eastern Illinois University, shall be charged at the following rates for said services on a monthly basis:
 
1,000 gallons or less
$17.58 minimum charge
Next 9,000 gallons
$17.58 per 1,000 gallons
Over 10,000 gallons
$16.91 per 1,000 gallons
 
   B.   Water and Sewer Service to University: Eastern Illinois University shall be charged at the following rate:
 
All usage amounts
$16.91 per 1,000 gallons
 
   C.   Water Services only within Corporate Limits: All users of City water service only within the corporate limits shall be charged at the following rates for said service on a monthly basis:
 
1,000 gallons or less
$15.82 minimum charge
Next 9,000 gallons
$15.82 per 1,000 gallons
Over 10,000 gallons
$15.11 per 1,000 gallons
 
   D.   Service Outside Corporate Limits: Rates for service outside the corporate limits are established as double the amount of rates inside the corporate limits.
   E.   Meter Serving More Than One Customer: Dwelling units or separate business enterprises not separately metered shall be charged in accordance with the following formula: The total charge shall be computed by dividing the number of business and/or dwelling units by the total metered usage to derive an average usage per unit. Said average usage per unit shall then be computed by the above rates and multiplied by the number of businesses and/or dwelling units to derive the total charge, excepting as follows:
   If the average water and/or water and sewer usage is less than one thousand (1,000) gallons, the total charge shall be derived by dividing the total water and/or water and sewer usage by one thousand (1,000) gallons and multiplying that figure by the charge for one thousand (1,000) gallons’ usage. Fractions thus derived shall be counted as one.
   F.   Wastes Of Unusual Strength 2 : 
      1.   For BOD in excess of three hundred (300) parts per million, a charge of one cent ($0.01) per pound.
      2.   For suspended solids in excess of three hundred fifty (350) parts per million, a charge of one cent ($0.01) per pound.
   G.   Rules For Determining Charges:
      1.   Metered Units: For purposes of determining metered water or water and sewer charges, actual usage shall be rounded to the nearest one hundred (100) gallons of usage.
      2.   Nonmetered Residential Units: Residential units with water and sewer service which are not metered shall be charged ten dollars ($10.00) per month for service. Residential units with water service only which are not metered shall be charged seven dollars fifty cents ($7.50) per month for service.
      3.   Nonmetered Nonresidential Structures: Nonresidential structures which are not metered with water and sewer service shall be charged twenty dollars ($20.00) per month. Nonresidential structures which are not metered with water service only shall be charged fifteen dollars ($15.00) per month for service.
   H.   Sewer Service Only: (Rep. by Ord. 12-O-29, 9-18-2012)
   I.   Bulk Water Sales And Use:
      1.   Bulk Water Taps:
         a.   Definition: The term “bulk water tap”, as used in this subsection I1, shall mean any water line connection of one and one-half inches (11/2") or more, which said connection shall be used for the purpose of servicing a bulk water dealer or provider.
         b.   Requirements: The sale or distribution of water from a municipal water system shall be prohibited except when such sale is made incidental to and from a bulk water tap, said tap having been issued by the office of the city clerk and said tap conforming in all respects with the rules and regulations of the Illinois environmental protection agency as from time to time amended.
      2.   Commercial Resale Of Water: Water sold in bulk for commercial resale shall be charged at the rate of two dollars ($2.00) per two hundred fifty (250) gallons. For the purposes of this subsection I2, “water sold for resale in bulk” shall mean any water which is subject to resale or water transported for delivery elsewhere in any tank, vessel or carrier with a capacity in excess of twenty five (25) gallons.
      3.   Fire Protection:
         a.   City water taken and transported by local fire protection district units or by firefighting units from the city or by any persons or entities assisting those units for the purpose of fighting fire outside the corporate limits of the city fire protection district shall be charged at a rate equal to that charged bulk water purchasers for every gallon in excess of twenty five thousand (25,000) gallons.
         b.   Individuals or entities having interests in property for which city water is transported outside the city limits for firefighting purposes shall be charged by the city in accordance with this subsection I3.
