8-3-1-1: WATER TAPPING AND CONNECTION FEES AND CHARGES:
   A.   Responsibility For Taps:
      1.   City Responsibility:
         a.   Upon application duly executed and upon payment in advance, the department will make water taps and furnish all materials to the owner or his plumber for owner's plumber installation. Materials to be provided shall be meter tile, ring and cover, meter setter, corporation stop, and meter.
         b.   When a bore under the roadway is required for water service, the owner shall have a contractor bore under the roadway. Where a bore is not possible and cutting the pavement is necessary, the owner shall be responsible for all costs of cutting, backfilling and patching the roadway surface.
         c.   The city shall provide the materials (except copper tubing) for three-fourths inch (3/4") and one inch (1") taps at the cost of said materials to the city. Materials for all other tap sizes shall be provided by the contractor.
      2.   Owner Responsibility:
         a.   Upon application duly executed and upon payment in advance, the owner shall provide all labor and materials, other than those listed above, to complete a water tap.
         b.   Upon building demolition, the owner shall be responsible to disconnect the water service by cutting the service line on the house side of the meter setter in the meter pit, and plugging the sewer lateral at the property line.
         c.   The owner shall be responsible for cutting, backfilling and patching of any cuts or excavations upon the city right of way or city streets. All areas cut and dug within the city streets or sidewalk area shall be backfilled with sand to approximately six inches (6") below finished grade. The owner shall further be responsible for restoring the grade back to existing, and restoration of all landscaping which has been damaged or interfered with during digging. The owner shall notify JULIE utility locating service in conformance with JULIE rules and recommendations prior to any digging.
   B.   Taps And Fees:

      2.   Taps Prohibited Outside City Limits: No water taps shall be permitted outside the municipal corporate limits unless specifically authorized by a preannexation agreement. (Ord. 12-O-29, 9-18-2012)
      3.   Size Of Tap: Water taps shall be sized in accordance with the Illinois state plumbing code.
   C.   Location Of Services Charge: The city shall charge thirty three dollars ($33.00) per hour with a one hour minimum charge for all services rendered by the city in locating water lines for individual owners.
   D.   Metered Water:
      1.   Meters Required: All water services shall be metered including those services used solely for fire protection. Waivers may be obtained for services solely for fire protection only upon written consent of the plumbing inspector and director of public works upon a finding that the installation of a meter will cause sufficient loss of pressure or volume to render a sprinkler system unworkable.
      2.   Location Of Meters: All water meters shall be located upon the city right of way or easement.
      3.   Meters Owned By City: Ownership of all water meters shall remain with the city at all times.
      4.   Meter Testing Charge: Customers may request a meter test in the event all other avenues for determining water bill fluctuations have been explored. There shall be a fee of twenty five dollars ($25.00) per meter tested. Said twenty five dollars ($25.00) shall be added to the customer's water bill as a charge. In the event that following testing it is determined that said meter is found to be "faulty", being defined as not operating within the guidelines of the American Water Works Association, the customer's account shall be credited for said twenty five dollars ($25.00) previously charged.
   E.   Temporary Water Services And Charges: Temporary meters shall be set on fire hydrants by the city for a flat fee of eighty dollars ($80.00). Regular water rates for usage shall apply. A sum of three hundred dollars ($300.00) shall be deposited by the user prior to installation of the meter for replacement or repair of the meter should it be damaged by other than normal wear.
   F.   New Main Testing Fee: The city shall charge fifty cents ($0.50) per linear foot for the testing of all new water mains. The city shall perform the work of disinfecting, flushing, bacterial testing, and putting into service a new water main. The city shall be notified forty eight (48) hours in advance of needing this work. (Ord. 09-O-37, 4-21-2009)
