It shall be unlawful to park any vehicle in any parking space designated for handicapped parking, whether in a public parking lot or privately owned parking lot used by the general public, other than a vehicle bearing registration plates issued to a physically handicapped person pursuant to 625 Illinois Compiled Statutes 5/3-616, or to a disabled veteran pursuant to 625 Illinois Compiled Statutes 5/3-609 of the Illinois vehicle code, as amended, or any vehicle bearing a special decal of a handicapped motorist authorized by the secretary of state pursuant to 625 Illinois Compiled Statutes 5/11-1301.2.
