6-3-3: COMMERCIAL ESTABLISHMENT PARKING AREAS:
   A.   It is unlawful for anyone to loiter or congregate or park a motor vehicle or remain in or gather about a parked vehicle in any private parking lot, driveway or commercial service entrance after being advised by the owner or party in possession to leave.
   B.   1. No person shall drive a motor vehicle across any sidewalk, driveway or pedestrian right of way for the purpose of gaining access to any commercial establishment unless such person or the occupant of such vehicle does so for the purpose of transacting business on the premises of said establishment. For the purpose of this section, "the transaction of business" shall mean that one of the purposes of any such person or occupant of the motor vehicle for entering shall be with the intent of engaging in a transaction with the proprietor, his agents or employees of the establishment, which transaction is normally incidental to the business for which the public is invited and for which the premises is being operated.
      2.   The driving of a motor vehicle into and out of such premises, without stopping, in a manner constituting what is commonly called "cruising", is prohibited.
   C.   No person shall leave any motor vehicle unoccupied on any commercial parking lot, driveway or commercial service entrance, except during the time such person is in the commercial establishment, or except with the knowledge and consent of the operator of such establishment.
   D.   No driver of a motor vehicle shall stop, stand or park such vehicle in a street at or near the entrance to or exit from, or upon the entryway of any commercial establishment parking lot, driveway or commercial service entrance while waiting to enter the premises thereof, or otherwise, except in an authorized and clearly marked or designated parking space adjacent to the curb of such street, all within the boundaries of said parking area and in such a manner as not to interfere with other vehicles upon the street.
   E.   The operator of any commercial establishment who furnishes parking for patrons may post on the premises in a conspicuous location one or more clearly legible signs bearing the following legend:
CRUISING IN A VEHICLE THROUGH, OR CONGREGATING AND LINGERING OUTSIDE OF A VEHICLE ON THESE PREMISES IS UNLAWFUL.
