It shall also be unlawful for any person to do any of the following acts:
A. Noise: To keep or harbor or own any domestic animal which shall, by loud or frequent or habitual barking, yelping or howling, cause annoyance to the neighborhood or to people passing to and fro on the streets.
B. Dangerous, Threatening Animal: To keep or harbor or own any domestic animal which, by constant threat of attacking or biting, shall cause annoyance to the neighborhood or to people passing to and fro on the streets.
C. Failure To Take Animal To Pound: To refuse to deliver up his domestic animal or domestic animals to the county animal shelter when properly requested to do so.
D. Cruelty: For any person keeping, harboring or owning a domestic animal or any other person to be cruel and inhumane to a domestic animal, said treatment to consist of cruelty, beating, torturing, mutilating, cruelly killing, failure to provide food, drink or shelter or abandoning any domestic animal.
