As used in this chapter, unless the text otherwise indicates, the following terms shall have the meanings ascribed to them in this section:
AT LARGE: A. On the premises of person other than owner, possessor or keeper without consent.
B. In or upon a vehicle without consent of the vehicle owner.
C. In a park, public or private school grounds or public place whatsoever and not under the owner's control by leash or other means of physical restraint.
D. On a public way, except when under the owner's control by a leash.
DOG: Both male and female dogs.
DOMESTIC ANIMALS: Any animal located within the city of Charleston used as a pet and not for livestock purposes.
OWNER: Any person or persons, firm, association or corporation owning, keeping, or harboring a domestic animal. (Ord. 69-O-21, 8-6-1969, eff. 8-16-1969; amd. Ord. 94-O-42, 9-6-1994)
