4-1-2: AMBULANCE RATES:
   A.   The fees shall be increased annually, effective May 1 of each year, beginning in 2024, without further City Council action, pursuant to the annual report submitted for the previous year to the Illinois Department of Healthcare and Family Services (HFS) and/or the federal Centers for Medicare and Medicaid Services (CMS) reflecting the actual cost incurred for transporting patients.
   B.   The base rates applicable to all calls for service shall be charged a fee equal to the amount listed in Section A above and Mileage at eighteen dollars ($18.00) per loaded mile.
   C.   Disposable medical supplies used in patient treatment by the Municipal ambulance service may be charged to the patient(s) on a current cost basis as shall be determined by the Fire Chief.

   D.   The fee for non-emergency standby service to any commercial enterprise shall be one hundred and fifty dollars ($150.00) per hour with the exception of Coles County Fair Association for the annual Coles County Fair, Charleston Community Unit #1 sporting events, and Eastern Illinois University sporting events.
   E.   In lieu of the base rate, ALS emergency calls that do not result in transportation by ambulance shall be billed at one hundred and seventy-five dollars ($175.00).
   F.   A fee of seventy-five dollars ($75.00) will be charged when a third medic is utilized on out-of-town transfers.
   G.   The fee for extrication services shall be five hundred dollars ($500.00) for non-residents.
   H.   Resident and Non-resident public service calls will be assessed a charge of fifty dollars ($50.00) per incident after exceeding five requests per calendar year at the discretion of the Fire Chief.
