Licenses for the seasonal retailers of fireworks by properly qualified individuals or corporations may be issued by the Chief of the Fire Department in such form as may be prescribed, and upon furnishing such information as the Chief of the Fire Department may require. Such public sales by seasonal retailers shall be of such character and so located, as in the opinion of the Chief of the Fire Department, after proper inspection, shall not be hazardous to property or endanger any person or persons.
