The city manager shall cause to be kept current accounts showing at all times the financial condition of the city, including the current and anticipated expenses, appropriation cash on hand, and anticipated revenues for all municipal funds and accounts; and he shall cause current accounts to be kept of the amount appropriated and the amount spent for each appropriation.
