A. Manager Serve As Purchasing Agent: The city manager shall be general purchasing agent of the city, and except for specific provisions to the contrary as made by law or by the council, he shall make all purchases of supplies, materials, and equipment authorized by the council, in the manner prescribed by and subject to the limitations imposed by law. B. Purchases: No purchases shall be made or obligations incurred except upon authorization by the council. The city manager shall secure specific authorization from the council prior to making any purchase in excess of ten thousand dollars ($10,000.00). No expense shall be incurred except for the purpose for which no prior appropriation is required by law, if the amount thereof is not covered by an unexpended appropriation for the purpose.
