1-5-7: CONDUCT OF BUSINESS:
Rule 1. Convene: The mayor shall take the chair at the hour appointed to meet and immediately call the members of the council to order.
Rule 2. Order Of Business: The order of business at all regular and special meetings shall be:
   A.   Calling the roll.
   B.   Reading and approving the minutes of the last meeting; provided, that the minutes of the meetings may be read only at regular meetings.
   C.   Auditing claims.
   D.   Receiving petitions.
   E.   Report of officers.
   F.   Report of special committees.
   G.   Unfinished business of preceding meetings.
   H.   New business.
   I.   Miscellaneous business.
   J.   Adjournment.
Rule 3. Maintain Order: The mayor shall preserve order and decorum, and shall decide all questions of order, subject to an appeal to the council, and none but the member appealing and the presiding officer shall be permitted to speak on the appeal, and they but once, to explain.
Rule 4. Address Chair: Every member, previous to his speaking, shall rise and address the mayor, and shall not proceed with his remarks until recognized and named by the chair.
Rule 5. Motions Presented: When a motion has been made and seconded, the mayor shall state the same, and when so stated, shall not be withdrawn, unless by consent of the council.
Rule 6. Motions Not Debatable: The previous question, to postpone indefinitely, to lay on the table, and to adjourn, shall not be debated.
Rule 7. Precluding Motions: A motion for the "previous question" or "to lay on the table" shall preclude any amendment and debate of the main question, and a motion to postpone or to adjourn to a certain day shall, until it is decided, preclude any amendment to the main question.
Rule 8. Previous Question: The previous question shall be put as follows: "Shall the main question now be put?"
Rule 9. Consideration Of Ordinances: Every ordinance shall be carefully read when introduced, and all its parts and provisions well considered in connection with the law upon which it is based, at that or some succeeding meeting or meetings of the council, before the same shall be voted on for passage.
Rule 10. Voting: The yeas and nays shall be taken upon the passage of all ordinances and on all propositions to create any liability against the city, or for the expenditure or appropriation of its money, and in all other cases at the request of any member, which shall be entered on the journal of its proceedings, and the concurrence of a majority of all members elected in the council shall be necessary to the passage of any such ordinance or proposition, provided, it shall require two-thirds (2/3) of all the council members elected to sell any city property.
Rule 11. Committees: All committees shall be appointed by the mayor, unless otherwise directed by resolution of the city council, in which case, the council shall appoint the same on motion. The person first named on the committee shall serve as chair.
Rule 12. Duty Of Clerk: The clerk shall forward all papers to the appropriate committees and officers as early as practicable after the reference is made.
Rule 13. Addressing Meetings: It shall be unlawful for any person to address or attempt to address any regular or special meeting of the council excepting upon the consent of the mayor or with the consent of the majority of the members present. Any person addressing the council shall, for the record, state his name and address.
Rule 14. Disturbing Meetings: It shall be unlawful to disturb or interrupt any regular or special meeting of the council. Any person violating any provision of this rule shall be fined not less than one dollar ($1.00) nor more than ten dollars ($10.00) for each offense and may be summarily ejected from the council chambers and city hall.
Rule 15. Amendment Of Rules: Any one of the foregoing rules and regulations may be altered or amended at any regular or special meeting of the council, where such alteration or amendment does not conflict with any ordinance, provided, notice has been given, in writing, one meeting previous, and these rules or any of them may be suspended at any meeting by a majority of the members voting for the same when such suspension does not conflict with any ordinance.
