1159.03 SCOPE OF APPLICATION.
   (a)   The provisions of this Chapter shall apply to:
      (1)   New development on vacant land that requires the approval of a development plan and issuance of a Zoning Certificate or building permit. The required landscaping shall be shown on plans submitted as part of the application.
      (2)   The entire site of existing development when substantial expansion or alteration is conducted. An alteration or expansion of an existing property is substantial when:
         A.   The square footage of an existing building exceeds 33% of the gross floor area of the existing building.
         B.   The square footage of the vehicular use area exceeds 33% of the total existing vehicular use area.
         C.   The land area of the developed portion of the zoning lot is increased by thirty-three percent (33%) or more.
   (b)   A single-family and two-family residence are exempt from the requirements of this Chapter except Schedule 1159.17, Schedule of Minimum Number & Caliper of Trees.
   (c)   The requirements of this Chapter are minimum landscaping requirements. Nothing herein shall prevent a developer from proposing and the City from approving, more extensive landscaping.
   (d)   All requirements of Chapter 1153 (Grading and Surface Water Drainage Regulations) shall apply.
   (e)   Screening shall reviewed and approved by the City Arborist and City Architect.
