1155.47 ZONING CERTIFICATE AND DEVELOPMENT PLAN REQUIRED.
   A facility subject to the regulations in this Chapter shall comply with the zoning approval process before a zoning certificate is approved as follows:
   (a)   For a single-family detached and two-family dwelling a Zoning Certificate shall be obtained in compliance with Chapter 1115.
   (b)    Detailed drawings and plans showing the off-street parking facilities, waiting spaces and loading and unloading areas shall be submitted to the Community Development Administrator for development plan review as required by Chapter 1111, Development Approval Process.
   (c)   The reapply. The Community Development Administrator may require structural or landscape features such as bumper guards, curbs, walls, fences, shrubs, ground cover or hedges to further the objectives of this Code as a condition of a Zoning Certificate approval.
   (d)   Municipal Engineer. The Municipal Engineer shall review and approve a request for access to a public right-of-way prior to construction. Improvements, curb cuts, and approaches in the public right-of-way shall be constructed pursuant to this Chapter and Title Five .
