1147.29 HOME OCCUPATION.
   (a)   Purpose: The purpose of this Section is to regulate the establishment and operation of home occupations and to permit only those which are conducive to a residential neighborhood is to limit the nonresidential use of a residential dwelling unit to an accessory use, and limit the adverse affect of the home occupation in the residential district of which it is a part. A home occupation shall be located and conducted in such a manner that the business operation is not noticeable from the outside of the dwelling unit.
   (b)   A home occupation shall comply with the following requirements:
      (1)   No more than one person in addition to residents of the dwelling unit shall engage in a home occupation;
      (2)   The home occupation shall be conducted entirely within the dwelling unit and shall be incidental and subordinate to the residential use thereof. Not more than 25% of the total floor area of a dwelling unit shall be used in the operation of a home occupation;
      (3)   No traffic in volumes greater than normally generated by a dwelling unit in the neighborhood is permitted;
      (4)   No visible change in the outside appearance of the building or premises, or visible evidence of the operation of the home occupation outside the dwelling unit, is permitted. No exterior displays, exterior signage, interior signage visible from the outside, exterior storage of material or equipment, or other indication from the outside of the operation of a home occupation or change in the residential character of the principal building is permitted;
      (5)   No equipment or process shall be used in a home occupation operated in a - dwelling which creates noise, vibration, glare, fumes, odors detectable to the normal senses off the lot, or outside the dwelling unit if conducted in other than a single-family detached dwelling. No equipment or process shall be used which creates electrical interference, visual or audible interference in any radio or television receivers off the premises, or causes fluctuations in line voltage off the premises;
      (6)   The storage of apparatus, equipment, supplies or inventory related to the home occupation shall be entirely within the dwelling unit;
      (7)   No home occupation shall require the daily services of a commercial freight carrier which produces traffic in greater frequency or of a different nature than normally found in the surrounding residential area. Delivery services normally and customarily associated with a residential use is permitted;
      (8)   In addition to the off-street parking required for the dwelling unit, adequate off-street parking shall be provided for the vehicles of the employee and the maximum number of users the home occupation may attract during peak operating hours;
      (9)   The home occupation shall comply with all other local, state and federal laws and regulations.
   (c)    When the operation of a home occupation violates any requirement in this regulation, the home occupation may be terminated by the Community Development Administrator.
   (d)   A home occupation includes, but shall not be limited to, the following:
      Artist Studio
      Hairdresser
      Electronic commerce (B2B and B2C)
      Office of an individual:
         Architect
         Accountant
         Dentist
         Engineer/Surveyor
         Insurance agent
         Lawyer
         Optometrist
         Physician
         Professional Consultant
         Real estate agent
         Sales Representative
      Residential Telecommuting
      Tailor
      Tutor or personal instructor
   (e)   The following are not home occupations :
      Bed and Breakfast (see Historical District Overlay)
      Electronic commerce (C2C)
      Day care center (see Schedule 1133.03, Education Facilities)
      Family day care home (see Schedule 1133.03, Residential)
      Home office when the resident has a principal location for work activity located off the premises.
      Private school (see Schedule 1133.03, Education Facilities)
