Each phase of the PRD to be developed in phases shall provide adequate access, parking, storm water management, and other public improvements to serve the PRD development phase in compliance with the criteria in this Chapter. Each phase shall include temporary or permanent transitional features, buffers, or protective areas while a phase is under construction in order to reduce the adverse impact of construction on completed phases, future phases and adjoining property. Open space areas shall be provided in each phase of the project in proportion to the open space required for the total development. Construction of recreation facilities shall be clearly identified on the plan for each phase.
