1137.07 PROJECT SUBMITTAL PROCEDURES.
   The project submittal procedures for a Planned Residential District shall be as follows:
   (a)   Approval of a Planned Residential District requires a change of zoning classification of the property. The applicant shall proceed pursuant to Chapter 1121 (Amendments), and the requirements in this Chapter. The boundaries of the Planned Residential District shall be shown on the Official Zoning District Map with the symbol "PRD" followed by the PRD ordinance number (ie. PRD-2550).
   (b)   A concept development plan and supporting documentation shall be submitted, reviewed, revised if necessary, and considered for approval and adopted at the time of rezoning (see Chapter 1121). The concept development plan shall be reviewed by the Planning Commission and City Council as prescribed in Section 1111.100 (Concept Plan) et seq., except that the Council and Planning Commission shall apply the criteria in Section 1111.103 (Criteria for Concept Plan) and the requirements contained in this Chapter. The concept development plan submittal shall include all of the submission requirements of Section 1113.21 (Concept Submittal).
   (c)   Following approval of the rezoning to PRD, the applicant shall proceed in accordance with Section 1111.009 (Submittals Required) to complete the development plan process.
