When work within the scope of the Planning and Zoning Code, or other associated regulations, is done by the Municipal Engineer, municipal consultants or other public agencies under contract or agreement with the Municipality (including, but not limited to, submittal review and approval, construction inspections and testing) the applicant shall be charged for the services performed. The cost charged to the Municipality for the services shall be charged to and paid by the applicant.
