1113.27 CONSTRUCTION DOCUMENTS SUBMITTAL.
   (a)   Scope. Construction Documents submittals shall include detailed plans and specifications for the construction of the project, prepared with sufficient detail for plan reviewers to determine compliance with Municipal requirements and accepted professional engineering practices and standards. The plans, drawings, and specifications of the development project shall provide complete and accurate detail of all the work to be done.
    (b)   Purpose. The purpose of the Construction Documents submittal is to provide plans for construction prepared in compliance with Municipal requirements and to incorporate details from prior approved submittals. Review shall commence under Section 1111.301 (Criteria for Construction Documents).
    (c)   Conformance with Previous Submittal. A Construction Documents submittal which fails to substantially conform to the previously approved submittal shall be rejected. The applicant may either revise the Construction Documents to conform to the previously approved submittal or amend and submit a revision of the previous submittal to conform to the Construction Documents submitted for review and approval.
    (d)   Phased Development. A Construction Documents submittal may include all or any part of the land in the previously approved submittal. Phasing of the project by submitting in the Construction Documents only part of the land area in the previously approved submittal, with the remainder in later Construction Documents submittals as a project developed in phases, may be permitted by the final approving authority.
   (e)   Submittal Contents. A construction document submittal shall contain the information and documents required for the project proposed.
      (1)   Single building site development (expansion or subsequent improvements.)
         Zoning Certificate Application.
         Site Development Permit Application*.
         Payment of submittal fees and plan review deposits.
         Traffic Impact study, if required by Planning Commission.
Estimate of water usage and sanitary sewer discharge.
Plan title sheet.
Site plan.
Grading and surface water drainage plan*.
Storm water drainage calculations*.
Copy of NPDES permit application to Ohio EPA for storm water discharge.
Copy of Clean Water Act § 404 permit from U.S. Army Corp of Engineers.
Utilities plan*.
Landscape plan*.
Erosion and sediment control plan*.
Easements necessary for the development project.
Building construction plans.
Samples of proposed building exterior finish materials for Planning Commission approval.
Plat of Survey for minor subdivision or lot consolidation.
Legal descriptions required for lot splits including the parcel prior to division, each parcel to be created, and the remainder of the parent parcel after the division; or the receiving parcel prior to consolidation and the receiving parcel after consolidation.
Copy of recorded deed or title policy documents showing the applicant's interest in the property and the owner thereof.
Proposed construction schedule.
Other plans and documents which are necessary, in the opinion of the Community Development Administrator, to fully evaluate the submittal and proposed work for compliance with Municipal ordinances, standards and specifications.
* The requirement shall be waived by the Community Development Administrator if it is not applicable to the development project.
      (2)    Major subdivision or planned residential development.
         Site Development Permit Application.
         Payment of submittal fees and plan review deposits.
         Traffic Impact study.
         Estimate of water usage and sanitary sewer discharge.
         Copy of application to OEPA for Permit to Install Sewers.
Copy of application to OEPA for Permit to Install Water Lines.
Copy of application to Ohio EPA for NPDES Permit for storm water discharge.
Clean Water Act § 404 Permit from U.S. Army Corps of Engineers.
Plan title sheet.
Plat of survey.
Grading and surface water drainage plan.
Street plan.
Utilities plan.
Landscape plan.
Erosion and sediment control plan.
Storm water drainage calculations.
Legal description of proposed project boundaries.
Deed restrictions and protective covenants.
Easements necessary for the development project.
Proposed construction schedule.
Other plans and documents which are necessary, for the plan reviewer to thoroughly and properly evaluate the submittal and proposed work and for compliance with Municipal ordinances, standards and specifications
   (f)   Variances. Construction document plans and proposed work shall comply with Municipal requirements unless the applicant requests a variance with the submittal. If approved, the variance and any conditions, restrictions, limitations and requirements thereof, shall become a part of the Construction Documents approval.
