1111.101 PUBLIC NOTICE OF MAJOR DEVELOPMENT.
   The Community Development Administrator shall notify the owners of land within 200 feet of the boundaries of a proposed major development of the public hearing before the Planning Commission to discuss the Concept Plan for the development.
   (a)   A Notice of Public Hearing shall be published in a newspaper of general circulation in the City at least ten (10) days before the date of the public hearing. The notice shall include the date, time, and place of the public hearing; a brief description of the development under consideration; and a statement that any interested party may be heard.
   (b)   A Notice of Public Hearing shall be mailed at least ten (10) days before the date of the hearing to the applicant and owners of land within 200 feet of the property line of the parcel(s) to be developed. The notice shall include the date, time, and place of the public hearing; a brief description of the development under consideration; and a statement that any interested party may be heard. Failure of delivery of notice shall not invalidate action taken on the application.
