Prior to approving an Announcement of Decision, the Planning Commission or Council shall discuss and adopt findings of fact which state the facts in the application and testimony and exhibits presented during hearing of the application, upon which it relied in making its decision. The findings of fact shall identify and discuss the standards and criteria in the Code which apply to the submittal and the priority or importance given to each. A standard or criteria which are not applicable to the submittal shall be so identified in the findings of fact.
