The Planning Commission, in consultation with the City Architect, shall have the authority to approve, or disapprove, proposed architectural designs for all buildings and structures within the scope of this Planning and Zoning Code. Said authority shall be for the purpose of assuring that proposed architectural designs are suitable, in character, for the district in which they are proposed; and are compatible with the surrounding neighborhood.
