1103.01 INTERPRETATION.
   The terms or words used in this Planning and Zoning Code shall be interpreted according to this Section. Terms used in these regulations not defined in Chapter 1103, but which are defined in the City of Chardon Administrative Code and Street, Sidewalk and Public Utilities Codes, such terms shall have the meaning as used or defined therein. Words not defined in the Codified Ordinances, shall have the meaning as defined in the current edition of Webster's Standard Dictionary. The text of the Code shall control when the text and the illustration or caption are inconsistent or in conflict.
   (a)   Use of the word "shall" signifies a mandatory requirement, "may" is permissive or discretionary and the word "should" is preferred.
   (b)   A "building" includes a "structure."
   (c)   The words "used" and "occupied" shall be interpreted as the phrase "arranged, designed, constructed, altered, or intended to be used."
   (d)   A "lot" includes a "property", "zoning lot", and "parcel."
   (e)   The word "municipality" shall mean the City of Chardon, Ohio.
   (f)    Editor’s Note: Former subsection (f) hereof was repealed by Ordinance 2798.
   (g)   The "Commission" or "Planning Commission" means the City of Chardon Municipal Planning Commission
   (h)   The word "Chardon" means the City of Chardon, Ohio.
   (i)   The word "Code" and "Planning and Zoning Code" means the Planning and Zoning Code of the City of Chardon Ohio, as currently in effect and as may hereafter be amended.
   (j)   The abbreviations "ORC" and "RC" mean the Ohio Revised Code, as currently in effect and as may hereafter be amended. This Planning and Zoning Code cites specific code sections from the ORC, and while these code sections may change after the adoption of this Code, the intent of these referenced sections shall remain.
   (k)   The present tense includes the future tense, the singular number includes the plural, and the plural number includes the singular.
   (l)   Whenever a number of days is specified, days shall mean calendar days unless specifically noted otherwise.
