1101.07  APPLICABILITY.
   (a)   No building or structure shall be located, erected, constructed, rehabilitated reconstructed, moved, converted, or enlarged, nor shall a building, structure or land be used, except in compliance with the Planning and Zoning Code and until any certificate(s) required by the Planning and Zoning Code have been issued. 
   (b)   Existing lots, buildings, structures and uses of land that do not comply with the Planning and Zoning Code are subject to the regulations in Chapter 1123 (Nonconforming Uses, Lots, and Structures).
   (c)   No person shall sell or contract for  the sale of land within a subdivision except in accordance with the Planning and Zoning Code.
   (d)   No lot or land for which a plat is required shall be conveyed until the plat has been approved as required herein.
   (e)   The design and layout of a subdivision shall conform to the requirements of the Planning and Zoning Code.  The subdivision plans and plat shall be submitted for review and approval in accordance with Chapter 1111 (Development Approval Process).
   (f)   A lot, setback, parking area or other open space shall comply with the minimum area or dimensions required by the Planning and Zoning Code, unless otherwise specifically excepted herein.  A setback, parking area or other space required for approval of a building or structure shall not be incorporated into the required setback, parking area or other space of another building or structure.
