The Committee shall serve in an advisory capacity to the Public Works Trustee and the President and Board of Trustees with regard to matters concerning:
(A) Investigating and studying proposed major expansions to the system.
(B) Serving as liaison between village residents and the President and Board of Trustees with regard to consumer issues concerning the System.
(C) Performing such other functions and duties as the Committee may from time to time be directed to perform by the President and Board of Trustees.
