§ 32.125 RULES; PUBLICATIONS.
   (A)   The Board shall make rules to carry out the purpose of ILCS Ch. 65, Act 5, §§ 10.2-1-1 et seq. and for promotions, suspensions and removals in accordance with the provisions of ILCS Ch. 65, Act 5 §§ 10.2-1-1 et seq. The Board, from time to time, may make changes in these rules.
   (B)   All these rules and changes therein shall be printed immediately for distribution. The Board shall give notice of the places where the printed rules may be obtained, and of the date, not less than ten days subsequent to the time of publication, when the rules or changes therein shall go into operation. This notice shall be published in one or more newspapers published in the village.
   (C)   These rules of the Board shall apply only to the conduct of examinations for promotions, and to the conduct of hearings on charges brought against a member of the Police Department. No such rule shall be made by the Board to govern the operation of the Police Department or the conduct of its members unless the President and Board of Trustees specifically authorizes the Board to make such rules; however, the President and Board of Trustees may also rescind such authorization.
