The Board shall conduct itself and possess the rights, authority, powers, obligations and duties as may from time to time be granted it by law/ordinance including as set forth in ILCS Ch. 65, Act 5 §§ 10.2-1-1 et seq. provided, however, that the Board shall not make initial appointments to the position of police officer or Chief of Police.
