The Director of the various operating departments shall implement the administrative details of specific departments in a manner that the Corporate Authorities approve. The Director of the various departments shall make monthly reports to the Corporate Authorities and oftener if required, of the matters and things pertaining to their respective departments showing expenditures thereof.
