Each driver of and passenger, regardless of age, in seats of a golf cart or UTV operated on streets within the village, shall wear a properly adjusted and fastened seat belt described in the Illinois Vehicle Code/Village Code; except that wearing seat belts is not required for any of the following:
(A) A driver or passenger possessing a written statement from a physician that such person is unable, for medical or physical reasons, to wear a seat belt.
(B) A driver or passenger possessing an official certificate or license endorsement issued by the appropriate agency in another state or country indicating that the driver or passenger is unable for medical, physical, or valid reasons to wear a seat belt.
