(A) In the instance when a residential unit is destroyed either through demolition, fire or natural disaster and a new single-family residential unit is constructed on the same lot or parcel of land within one year of such destruction, then in that event the following shall be waived:
(1) School land cash fee;
(2) Park land cash fee;
(3) Library fee;
(4) Fire district fee; and
(5) Village street equipment fee.
(B) This section shall apply to all building permits issued on or after September 28, 2005.
